Abstract: This report is intended as an introduction into the debate on ethical aspects of human enhancement for the general public. The definition of human enhancement is broader than is commonly used in the current debate. The authors include food, education and other aspects of our biological and social life as well as technologies used for enhancing bodily or mental functions in clothing or introduced into the body. This circumvents some of the issues in the debate. They also raise the question if a new ethics is needed for evaluating enhancement issues.

Summary: The report starts by giving definitions and distinctions, and describing contexts and scenarios for development of human enhancement technologies and applications. Then they discuss ethical questions of Freedom & Autonomy; Fairness & Equity; Societal Disruptions; Human Dignity & The Good Life; Rights & Obligations; and Policy & Law.
